No. Phoenix Manor is permanent housing. Residents sign leases and live in private apartments

No. Building access is secure and controlled. Visitors check in and are verified at the staffed front desk before entering residential areas.

Yes. PCDS will provide professional property management, full-time maintenance, residentservice coordination, routine inspections, and lease enforcement.

No. The clinic will serve both Phoenix Manor residents and the surrounding community.

Residents sign the same kind of lease as tenants anywhere else, and the same consequences apply. Violations are documented and addressed through progressive enforcement, up to and including eviction. Supportive services are offered to help households resolve problems, but accepting services is not a substitute for meeting lease obligations.

Eligible families experiencing homelessness who are referred through Coordinated Entry and meet federal and program requirements.

PCDS verifies program eligibility and documentation. The Peoria Housing Authority determines voucher eligibility, including criminal background screening, under federal rules and Housing Authority policy.

No. Services are voluntary and tailored to each household’s needs and goals.

No. The Project-Based Vouchers are tied to Phoenix Manor and do not reduce assistance held by current Housing Choice Voucher participants.

The Krause Avenue site is vacant today. Phoenix Manor replaces it with a new, professionally managed building under permanent ownership, with maintenance and physical-condition standards enforced by the state for the length of the affordability period.
